Agenda

1.       To receive apologies for absence

2.       To receive disclosure of local and/or disclosable pecuniary interest

3.       To confirm the Minutes of the Meeting of 7th August 2023

4.       Public participation for 10 minutes for members of the public to address the Council.

5        To receive a report from Emmaus

6        Financial Matters

6.1       To receive statement of accounts and agree monthly payments for September.

6.2       To confirm Bank reconciliation to 30.6.2023 and agree who will undertake the next one to the end of September.

6.3       To consider and review the income and expenditure to 31.8.2023 and confirm acceptance

6.4       To confirm that the ‘old’ Bank Accounts with NatWest are to be closed and all funds and direct debits are to be transferred to the new accounts ready for Community bankline.

6.5       To agree to purchase two new flags (union Jack and Ukrainian) for the flagpole

6.6       To confirm receipt and acceptance of the external audit report

6.7       To ratify the action taken under the Clerks delegated powers to obtain the grant for the neighbourhood plan review on behalf of the Parish Council

7        To receive any reports and agree any actions from the following:

7.2       Footpaths &Bridleways

7.3       Crime stats

8        Planning

8.1       To receive an update on outstanding planning applications.

8.2       To ratify any responses to planning applications considered under Clerks delegated powers.

– planning application 23/01458/FUL single storey front extension and 1.5 storey rear extension 18 Rectory Close- no objections

– planning application 23/01015/MAF re-consultation change of use of agricultural land for use as a dog walking field, including new fencing, gate and parking/turning area: land west of Carlton road – Object, no proven need, NDP Policy CC10 not met as it will create a disturbance

– planning application 23/01718/S73 Variation of condition double garage Northy Farmhouse- no objections

9        To consider the matter of Remembrance Sunday and who will attend the service, and confirm the Union Jack only will fly

10       To consider speed limits on The Moor

11       To consider Christmas lights for the memorial garden hedge

12       To consider the matter of vehicle activated signs and agree a way forward

13       Policy review

13.1     To confirm that the co-option policy remains fit for purpose

13.2     To confirm that the grant policy remains fit for purpose

13.3     To confirm that the expenses policy remains fit for purpose

13.4     To consider the matter of Biodiversity and how the Parish Council will meet its duty by 1.1.2024

14       To consider the offer from a resident of a tree from their garden

15       To confirm who will undertake the Clerks annual appraisal.

16       To receive the clerks report

17       To receive the Borough Councillors report- information only.

18       To receive matters of interest from Councillors for inclusion on next available Agenda and agree what will be placed on Facebook.
